Lobbyist Natalie King, President of RSA Consulting Group, said the lack of public activity does not mean negotiations have stopped.

“Because they've concluded all of the policy work, many of the groups that come up here are not here advocating on their policy,” King said. “So right now the building is primarily just the elected officials who are active on the actual budget negotiations.”
